The whole point is to reach that opponent. And to get there, you have to go through so many battles, different ambushes, and scripted monsters that it will seem like a lot. In this map, the role of the opponent is not that important because you still have to get to him. That's the idea. If the opponent also moved around the map, it wouldn't be very good. This is just my opinion.
elizbar1967, the scenario is indeed interesting, but I would still like to see a more active opponent, because it's a bit too simple.
