But a guy with lower combat ability should also have a weaker army and be weaker himself, with worse equipment. Unless he separately hires some mercenaries for his protection.
The point is, Lock, that Revan takes on opponents, taking into account their origin. And the origin of the skilled ones gives them an additional character of any origin (except vampires), created according to our rules. That is, we would expect some kind of crowd of mage-slavers and all sorts of slaves. Some Hallian berserkers as melee fighters, for example. And there would be mercenaries, as Siv rightly pointed out. A small combat ability bar does not mean that the Clan is completely weak. Otherwise, they would have been swallowed up by more combat-capable Clans long ago. And even more so, it does not mean that a group of thugs could defeat their leader on their own territory. I said before that there was probably a whole crowd of guards there. And they would also have to somehow get out of the city. As for the equipment, again, they looked more like guys with artifacts than other Clans. Siv has already noted this, by the way. There would probably be some slave-terminators.
