I agree. I suggested a similar idea a long time ago in the forums, but it wasn't fully implemented. There's a clear logic in allowing spells (even those usable outside of towns) only when you have the corresponding spellbook, and spells of level 3 and higher only when you have the appropriate Wisdom skill level.
