How should a participant provide proof? In what form? That's what force majeure circumstances are for – a person cannot influence them; they arise suddenly.

I don't believe people on their word; a person can make up these force majeure circumstances. In the case of an accident, everything is correct: certificates from the traffic police or a medical institution. A live broadcast from the scene of the accident, etc. In the worst case, record the entire force majeure event on video and send it to the organizer. It shouldn't be left to the participants to make such decisions, but that's just my opinion.
