Has anyone else had the desire to split them into at least 2 pools? Or, for example, create a separate pool for templates with 2 native villages on the respawn point – that would be ideal.

Well, what's the problem then? The only issue is that there will be even fewer people willing to play on your personal template server than there are in a regular anarchy server, I'm afraid.
