At least, this is unclear to me.
Those who haven't played with him have honestly played with others.
Those who didn't play their games on time (not necessarily with Moz or someone else, by the way, it's unclear how to choose who hasn't played with whom) have already received technical losses. Why give them more? On what basis?
My opinion: a technical loss should be given to the player who didn't play the game on time. Let's call him Player N (again, Moz or someone else from those who haven't played with him is not relevant here). A technical win cannot be awarded here, as it is unclear with whom exactly Player N didn't play.
It can't be done any other way in this format, unlike the round-robin scheme with pre-assigned pairs of players for each round.
Or, at worst: the second player in this hypothetical pair (that is, the one who receives the technical win) will be the player with whom Player N will not have time to play before the end of the tournament. Moreover, the number of these will be equal to the number of technical losses (maximum 2). But, in my opinion, this is not ideal...
