I might be wrong, but I did some research on this topic.
I think it's technically impossible for a map. It's built into the game itself.
For example:
I took some creature spells and put them into the scholars/scrolls, etc.
It was sometimes amusing, but it had no practical use.

The map only contains settings for objects, which are variable values in the game.
Apparently, the cost of spells and creature abilities are "constants" (taking into account the environment, such as the magic level affecting the cost of spells, etc.).
I can't seem to download that map; it redirects me to the homepage.
I also read somewhere that it might be possible to reverse the effects of spells, like casting Slow on yourself or Clone on an enemy. It would also be great to teleport enemy troops away.
There are probably some drawbacks, like it might only work until you skip a day or something. But even so, it would be great.
