At the very least, the person responsible for community relations should respond.
However, whether that person will try to convey any thoughts, suggestions, or wishes from the community to other departments is another matter entirely. So, when I tried to do this a few years ago, it felt like the worst possible call to a call center. Perhaps things have changed, of course.
