I don't think anyone doubts that Armageddon could easily be placed on level 5, but this isn't the only example of a spell that could be moved. If we're going to move things around, we should move everything at once, but that's a subject of heated debate. For now, if the issue is specifically about free shrines, the problem can be solved by addressing them, as Vick suggested.
