It seems like everything is fair based on the rating here, so why isn't Frish among the captains, and Stinger is instead? Maybe I want to be in the second tier too!

It's not entirely based on the rating. For example, last year, Wizard_576 and herolwy were in the top 10, but instead of them, BISHOP and someone else (I don't remember) were appointed as lords.
