Changes to the rules starting with the letter G (Graal and Galtran).

1. I believe Necropolis is too imbalanced on Jebus Cross (as well as on other templates). It needs to be fixed for balance. Banning Galtran as a starting hero is quite logical. Random starting hero for Necro on all templates — I support that.
2. Do not ban the construction of the Grail. If possible, through HeroesWorld rules, make it so that in Conflux with the Grail, spell learning occurs only after building the Mage Guild of the corresponding level.
