2 This is in the te.ini file. It also controls starting resources and building classes.

1= 600 initial time (starting time)
2= 240 add per turn (addition per turn)
[Upkeep and experience]
1= 0 (this needs to be changed) Army upkeep (in %) (army tax)
2= 0 (this needs to be changed) Army experience multiplayer (in %) (experience)
3= 1 Troops in external garrisons free of charge (1 if yes, 0 if no)
