The Moscow Regional Duma has published a document that I recommend everyone flying from Moscow or through Moscow to familiarize themselves with.
"The amendments prohibit visitors to airports from lying on chairs and benches, sitting on steps and the floor. Violations of the rules in this section will now result in a fine of 100 to 500 rubles for citizens under the regional Code of Administrative Offenses. In addition, it is prohibited to listen to music without headphones and run on the escalator (even if the passenger is late for the flight)."
