The Moscow Regional Duma has published a document that I recommend everyone read, especially those flying by plane from Moscow or through Moscow.
"The amendments prohibit visitors to airports from lying on chairs and benches, sitting on steps and the floor. Violations of the rules in this section will now result in a fine of 100 to 500 rubles for individuals under the regional Code of Administrative Offenses. In addition, it is prohibited to listen to music without headphones and run on escalators (even if the passenger is late for their flight)."
