I just don't understand why bother with templates when you can simply choose from a complete list. Why force people to play with templates they don't like? My suggestion: for factions, players send the judge the faction for each opponent before the tournament begins. If there are more than 8 rounds, there should be no more than one repeat; if there are more than 16 rounds, no more than 2 repeats. For templates, choose from the complete list for each game. In the end, everything is simple and straightforward, and Kirill can spend his time on something more useful.
