The developers simply didn't want to make a "peak of communism" for each house, so they are on an elevation. Only 6 houses are located in the desert. There is a description; carefully explore Brackada, and I remember that if not near the portal, then one of the NPCs tells the story of Celeste. And another question: then, why is there a mountain near the Shimmering Castle in your opinion? Why keep it in the air?
