Just in case, I'll add this: did you use the "Start Over" ("Replay Scenario") button in the game? Never do that: this is exactly when a well-known bug in the game manifests, where all tents are suddenly considered visited from the start for the AI opponents! It's always best to exit the game and re-enter to start playing the map from the beginning.
