The cost of a basic skill is 1, an ultimate skill is 3, a special skill is 2, and an independent skill is 2.

So, independent skills cost 2 points to learn, but don't consume any, right?

Access to abilities:

If there is no access, does that mean they cannot be obtained? But the cost to learn remains the same?

And this, how do skill bonuses combine? Because I seem to remember that weapon skills didn't stack with each other.
