Why not organize similar tournaments with a small entry fee? 300-500 rubles, which would go towards rewarding the organizers and judges, and creating a prize pool. I think this would solve many problems: it would address the issue of finding organizers, and participants would be more responsible, and sponsors would be more interested.
Then, the prize pool could be structured like in poker. Or even better, 20% of the entry fees could go towards the prizes, which would be a good amount. Because, yes, the top 3 will almost always be the same players.
