Are Ukrainian players not participating in your tournaments? I think I might come to at least one offline tournament, I'm considering driving, as air travel is 1.5 times more expensive than gasoline, and the train takes 30+ hours.

Everything is fine with cars. They arrived and left without any issues (as long as they follow the rules). To enter Moldova by car, you need to pay a road tax (buy a so-called "vignette") - as I understand it, it varies depending on the length of stay: up to 7 days - 4 euros, up to 15 days - 8 euros.
Fines for driving a vehicle without a paid vignette start from 5,000 local currency (15,000+ in Russian rubles).
