RTF is a global modification that replaces all towns in the game.

That's correct, but the process is slowed down by territorial issues – the original idea was for the Naga to live in the snow, and the Haven in the grass, with humans having dwarven specialists and the Naga having elven specialists, and all of this should be implemented like with the Dark Dwarves and Elementals; that's the whole problem.

Right now, the Haven might be removed from the list, and then dwarven lands and specialists will be taken over by the Orcs, the Naga will take the place of the Elves, and the Order will turn into Free Cities (a complete replacement without mixing territories and racial abilities); then we can add the Naga almost immediately.
