Is the Sanctuary basically ready, except for the turtles and elves?

Everything is as planned, but the process is slowed down by territorial issues – the original idea was for the Nagas to live in the snow, and the Haven in the grass, with humans having gnomish specialists, and the Nagas having elven specialists, and all of this should be implemented like with the Dark Gnomes and Elementals; that's the whole problem.

Right now, the Haven might be removed from the list, and then the gnomish lands and specialists will be taken over by the Orcs, the Nagas will replace the Elves, and the Order will turn into Free Cities (a complete replacement without mixing territories and racial abilities); then we can add the Nagas almost immediately.
