RTF is a global modification that replaces all towns in the game.

in the draining skill, you can only change the amount of health restored.

As far as I remember, you can add a boost after killing an enemy. You can create a separate skill that gives a bonus to HP after a kill, or you can replace it with another boost (increasing attack/defense/initiative).
