Undoubtedly, if we talk about who is best suited for and predisposed to magical activities, then, in my opinion, the Dark Elves would be in first place by a large margin (Enhanced Spells + Elemental Chains + Dark Ritual + a hero with mana exceeding the maximum). They are followed by the Academics (simply because their magical stats grow rapidly as they level up + library + a "not-so-great," but sometimes useful, "Sign of the Magician" + they have a hero who, during battle, if sufficiently leveled up, practically doesn't spend mana). After that, everyone else is on the same level for me, although, perhaps, the Dwarves with their Rune Magic could be moved forward, and the Humans could be moved to the end due to the lack of distinctive magical features (but here, too, it's a double-edged sword, because if we consider prayer and inspiration as magic, then Humans shouldn't be at the end of the list... however, considering that neither mana nor resources decrease when using these abilities, I still don't consider them magic)
