A goblin on a wolf turns into an orc on a boar... nice.
Nobody is surprised that stone golems turn into iron golems, or that Serpent's Flight turns into Dragon's Flight. Upgrade is just an in-game term; imagine it's not a transformation, but an exchange. Maybe the hero behind the scenes is negotiating with the leaders of other clans: "I'll give you goblins on wolves, and you give me orcs on boars." I don't see any problem with that.

But the statement about Crag Hack is unclear; if the author has a personal bias against him, that's his problem. Stronghold is hardly the only town where you don't have to choose a hero at the start - almost any hero will give you a good start, except for Oris, who stands out from the overall picture due to his poor skills and specialization.
Okay, I was too categorical about Crag; it's just my personal opinion. Yes, I think that in a free pick, Crag is currently the best choice for Stronghold on most maps. Jabarkass, Dessa, and Gurnisson can be better in certain situations. But there's a rule that the easier a hero is at the start, the weaker he is in the long run. And everything would be fine, but there are starts where Stronghold is generally bad right now, for example, if you get a lot of low-level ranged guards, like a Master Gremlin, and you can't give away wolves. And that's where a hero with Boars would fill a niche: he's not very useful in the long run, but he always has a stable start; the boars will tank, and it's not a pity to give them away little by little, while the goblins will deal damage.
