Well, you can definitely argue about that. Miv is quite an average hero, and certainly not more overpowered than Vitya, if we're talking about humans.
Ingvar is strong, but without a good starting position, he's not really an overpowered hero. Kragg... Well, let's remove half of the Orc heroes so everyone can play as Kigan. His ability is nerfed in battles against humans, and this is stated in the tournament rules. Deleba is strong, yes, in skilled hands, but she compensates for the overall weakness of the Demons in the standard game, allowing for development, and she is quite weak in the late game. I agree about Wingael, Hafiz, and Haggish.
