The AI has a lot of resources at 160% and can afford it. If it hasn't finished researching, it means it hasn't found a reasonably good spell yet.

By the way, it's interesting, so what spells does the AI consider to be good? And also, can the AI search for a specific spell, or does it just rebuild because it can?
