Which Hero from Heroes of Might and Magic III is the best?

In terms of usefulness, Jelu and the Dragon are the best. But if we consider heroes in general, these skills don't really matter: it would be much better if they had diplomacy and logistics (or scouting) with a combat spell of level 2-3. A hero like that would be very useful. Sincerely, Draco
