Neutral creatures should definitely be added. But is it necessary to make them a separate faction? In principle, all neutral creatures should have their own native city (even elementals, as in Heroes of Might and Magic III). It doesn't necessarily have to be a city in the traditional sense. It could be a settlement that cannot be built, but where representatives of a particular alignment live, and there are different types of them. I can suggest the following neutral creatures: Wandering Mage (casts one random destruction spell on the enemy per turn), Mercenary (possesses the deadly strike skill – can eliminate half of a squad with one blow with a 3% chance), Seeker (heals all troops for 50 hit points), Heretic (immune to fire, attacks with a fire whip).
