Absolute skills

Can you advise which hero is best to develop among the Northern Clans? I have tried to develop Ibbu, Inga, and Svea multiple times, but without success; they constantly offered something unnecessary.

It is best to develop Erling and, I think, Brand among the Dwarves. But Erling gets everything you need, and his ability to train priests is great. Try it, you won't regret it.;)
As I said before, I like the Elves' ability the most, but I don't like the development required to get it. Imagine, the Elves need attack, defense, luck, and even scouting. And there is only one slot left. I have never developed a hero like this before; it's not good. There is no magic if you don't put it in the last slot. Too many sacrifices for the ultimate ability.:(
