No, a starting hero will never receive a tent because all their artifacts are reset. However, if you dig it up, it will appear.

What does "all artifacts are reset" mean? I tried digging for it, and yes, it can appear in that case, but then it will also have healing in its starting skills. With a normal start for Jemma on another map with two standard skills, the tent appears without any issues.
