Does capturing a "Lich" grant access to necromancy even to races that don't initially have it?

Races that cannot use necromancy cannot become liches either. So, a minotaur-lich won't be possible. But if you REALLY want it, I'll think about it. It's just that such practices are too alien to minotaurs.
