Appeals Committee. Disputed situations in tournaments.

That's strange, as the first page states something different. And after reading the section, I see that all players do this – they independently submit requests to the Arbitration Committee (AK).

They can appeal, but the AK's decision only has legal force in official tournaments or in tournaments where this is explicitly stated. In author-created tournaments, the AK can only remove a game from the ranking based on its decision. And maybe award the "Champion of Cheating" title.
