The problem is that there is practically no magic resistance in the game anymore. In this regard, it would be logical to ban Chain Lightning, so that it would make sense to increase resistance and use artifacts for it. Or, alternatively, make Chain Lightning remove the innate magic immunity of creatures, but not reduce their resistance.
