I didn't quite understand which Necromancer you're having trouble with: Moandor or Tamika? The battle against a hero with Cerberuses and dragons is another puzzle; he can be defeated with almost no losses, despite having a Sphere of Inhibition. Black dragons shouldn't be lost during the game, so you should be able to gather enough of them to complete the quest. Just try to kill Theodorus first, instead of driving the Necromancers into the water to take his place. Did you manage to get the City Portal?
