Creating a template literally takes 10-15 minutes. More time is spent drawing the layout on the computer or paper when you're coming up with a new template. As for whether it's popular or not, I always have a neutral attitude towards that. Everything has its time and its audience, or it simply fades into oblivion (not much time is spent on it, so it's not a big loss).
