You don't necessarily get stuck; you just lose room to maneuver, assuming it's "walking infantry." If there are flying units or ranged attackers, it's not so bad.

Regarding pirates: a ship battle is a rare occurrence, and they don't have any other special abilities. Even a Leprechaun is more useful in this regard.
