"Newcomer - 2018. Winter"

I don't understand at all why so many people, who clearly don't meet the criteria, are trying to register for the tournament. Are they hoping that the organizers won't notice and they'll get into the tournament for free? They're just creating extra work for the organizers, and there aren't enough of them as it is.
