Yes, there are situations where getting to the next level a bit earlier is critical. For example, if that level grants you the EARTH EXPERT skill. This can significantly impact capturing conservatories (slowing down the process) and the time it takes to leave the starting area.
Yes, but to upgrade the learning skill to expert, you'll have to spend time. And I think that will be more critical. Wouldn't it be easier to just upgrade the earth magic skill to expert right away? I see upgrading the learning skill as beneficial only if it's already among the basic skills, and you're given alternatives in the form of navigation on a waterless map or eagle eye.
