Could you please clarify one point? According to the rules, it seems that first, players choose cities in the draft, and only then templates? Or is it the other way around?

Since I'm still a new organizer, I'll admit I just downloaded the first post, made a few changes, and my opinion is that we should draft templates first, but there will still be changes to the format.
