All castles in Heroes 3.

The Tower is not a good town; it's very expensive! The Dungeon is cheaper and slightly stronger!

But what difference does it make? The main thing is that the game is fun to play. And I've always considered the Dungeon to be the strongest town, but that's just my amateur opinion.
