How do I create a new tournament?

Hey everyone, how are things going? We've discussed it, and it seems like there's not much more to say. Maybe it's time to create something?

But what and what should we create? Hardly anyone has even discussed it... maybe 5 people, no more... and we haven't even decided what to create... besides, in September there will be an official online tournament... it won't be able to compete, naturally - at least, that's what I think.
