Well, about the monster's strength — I wouldn't say that! For some creatures of 7th level (or 8th!!!), a free prayer for the whole week is veeeeery cool!!! IMHO.
And as for the wand — you know, it seems like it's not even within the level... I don't remember exactly — I haven't been playing WoG that often lately — but in my opinion, artifacts change ABSOLUTELY randomly... And sometimes they fundamentally change the situation ;) Both for the better and for the worse.
