There's a player who played only one game and ended up in the top positions, earning 100 points, and he doesn't play and doesn't plan to. Even Dmitry AS will hardly surpass him in this rating. If you're going to reset all ratings next year, it still won't be easier for Dmitry AS this year :) because, in the end, he loses points in the final rating, precisely because he was more active. In your version, an active player has a higher chance of losing to an inactive player (who just got lucky once).
No, that's not the case. The Activity column is purely informational and only affects the average rating. The main rating is calculated by summation, of course. The last column is called Average
