I don't think it was actually designed there. It's unlikely Revan even thought about that moment. In any case, the complaints aren't about the attack itself. Everyone was expecting it. The issue is that the ships appeared out of nowhere, on a clear and sunny day. How did no one see the flagship of the Tanar fleet in the distance? It's a mystery.
