How to use cheat codes?

Ah, darn. That's weird. Sometimes it works, sometimes it doesn't. What's the deal?

Usually, when analyzing save files, they are loaded into a hot-seat game for two players to see the opponent's setup, but for cheat codes to work, you need to load a single-player game. I believe the reason is this; I don't see any other possible explanations.
