Heroes Premier League qualifiers

Will there be a League championship? Or will players who were eliminated from this league participate in it?

What is meant by the championship? Games will be held regularly, and the rotation between leagues will occur at the end of the season based on the results of the current league.
Right now, these are just qualifying rounds to create those leagues.
