I killed an elf and took on a quest to capture a human city in the second mission. However, the battle doesn't activate, and the NPCs continue to stand around and give out quests (for the humans); I can't reach the second garrison. The map doesn't allow me to go anywhere except the road from city to city, and I can't find any activators. What should I do?
