For the company and my version: a hero who arrives at the tavern and has a level equal to or higher than the maximum level of the existing heroes cannot participate in battles (i.e., clearing neutral creatures or using auto-battle is fine; if you want to play as Crag at level 15, you need to dismiss scouts at level 20).
