If you look closely at what Vikk wrote, he wasn't suggesting that the captains sort things out. He was suggesting that the captains play games instead of dealing with problematic matchups.
He was suggesting that the cor (presumably a team or player) handle the sorting. Lucky doesn't want to deal with disputes and always emphasizes this. He's always happy to play, but he avoids any kind of conflict.

Lizard decided to take command himself – and immediately started commanding everyone! Including the opponents! :D
Everything else is a consequence. Each participant in the situation is simply following the designated path in their usual style.
